Restore: fall back to the legacy flat index when a backup on Google Cloud Storage has no manifest. Google Cloud Storage surfaces a missing manifest object as a raw HTTP status error, which the restore did not recognise as “not found”, so restoring an older backup aborted instead of using the legacy index.
Restore: report a missing or unreadable manifest with an accurate failure reason. A restore that failed on a manifest was previously reported as “Incorrect configuration”, sending you to review your configuration for what is a storage-level problem. It now reports a dedicated manifest failure, and a missing backup version reports as “No such backup”.
